Abstract

It is without a doubt that public law legislation plays a great role in regulating university education. However, there is still a lack of knowledge of the importance of such legislation in contributing to the development of university education. Such legislation determines the objectives of university education and draws its plans and programs. Moreover, public law legislation plays a positive role in reducing the severity of the factors that negatively affect the development of university education. The development of university education is the cornerstone of the advancement and prosperity of nations, and it is an important contributor for sustainable development stemming from the outputs of education that is based on quality in its outputs and programs. However, the lack of such realization is evident from the fact that the laws and regulations governing university education and its institutions are outdated. It shows the authorities are not serious about reforming and modernizing the legislation and about providing the appropriate structure and procedures for rehabilitating its frames and structuring them to develop good and modern legislation. Such good and modern legislation will be consistent with the modernity of science and knowledge and the means of accessing them, and of accessing a solid and advanced university education based on the quality of the programs in order to achieve flourishing sustainable development.
