The Role of Good Governance Standards in Empowering Employees and Achieving Outstanding Performance: A Fieldwork Study in the Government Sector, Hadhramaut Governorate

Abstract

The current study aims to explore the role of governance standards in achieving employee empowerment and outstanding performance within the government sector in Hadhramaut Governorate. The researcher addressed this topic in light of the significant importance that good governance standards hold in fostering empowerment and exceptional performance. The study adopted a descriptive-analytical approach, distributing questionnaires to employees holding administrative positions, including (Director General, Deputy Director General, Department Manager, Section Head, and Employee) in Hadhramaut Governorate, who constituted the study population. The total number of participants was (815) employees across the offices of (Civil Service and Insurance, Finance, and the Central Organization for Control and Accounting). A total of (265) questionnaires were distributed. The findings of the study revealed the application of good governance standards (transparency and accountability, participation, rule of law, equality and justice, and strategic vision), with a mean of (3.461). Meanwhile, employee empowerment and outstanding performance achieved a mean of (3.41), with a correlation coefficient of (0.877). This indicates a strong, statistically significant positive relationship between good governance standards and the achievement of employee empowerment and outstanding performance. The study recommends that top management in the government sector should strengthen the implementation of good governance standards and promote a culture of their application within government organizations. This can be achieved through educational programs that contribute to building a system advocating for the adoption of these standards. Additionally, government organizations should prioritize good governance standards due to their critical role in achieving employee empowerment and exceptional performance.
